Why won't my computer turn on?

My hardrive will not turn on. My moniter come on fine and they are both plugged in the same surge protecter. I have unplugged the protecter and plugged it back in then into a different plug and then did the same with the hard drive cable. I went through ll the sockets on the protecter and then plugged it directly into the wall.

Open the tower, and check the power supply to see if it is properly connected to the motherboard and to the hard drive If so and there is still no power even after being plugged into the wall, then you need to replace the power supply

(Before opening the tower, make sure that the power cord on the outside of the tower, leading from the tower the wall or surge protector, is properly secured to the tower.)

Then do the above.
