all of a sudden I lost my capability to change the resolution for my monitor, after going

to settings on properties, I set the resolution to what I want then I'm asked to

restart the computer. upon restart it goes back to the lowest resolution possible.

Switch the monitor with the same type and a good one of course to make sure that the problem is not with the video card If the other monitor does not work than suspect the video card

The resolution that you changed on your monitor might not be supported from the video card or the monitor Check the software configuration on the computer Boot into safe mode, which forces OS to use generic video driver and low resolution From there change the resolution.
