Is it safe to open attachments that are forwarded and scanned for viruses if the virus scan has not been performed on the previous forwarded attachment?

Yes If you have scanned an email attachment that you have received from someone using a current version of an antivirus program, and have detected no virus at all, then I would say it is safe.

If the antivirus program, again, is a current version and it is credible, then if the attachment has a virus, it would be detected.
