Why can't I change my homepage

my bro was browsing through a rom site or something, then the default homepage was set to a microsoft site. the browser is significantly slowed down, and i can't change the homepage through the internet options menu because it has been greyed out as has all the buttons associated with it. i tried resetting all the settings to default but it didn't work. how can i set the homepage back to normal and "unlock" all the buttons?
