Can't open Internet Explorer or Control Panel using windows XP?

Why can't I open Internet Explorer or Control Pannel? Everytime I click on either icon an error message is displayed saying that the program had to be closed. I tried to reinstall Windows XP, but it still doesn't work. Sometimes when shutting down the computer an error message is displayed requiring me to click an "end" button before the pc will shut down. All other programs seem to be working fine and I have no problems connecting to my internet network connection. I just can't open Internet Explorer or Control Pannel. Any idea what is wrong with my pc?

www.microsoft.com/ie and download the IE installer and have it do a repair
