How can I restart my computer normally?

Ok i have been having this problem for quite awhile. For soem reason my computer will not restart. The only way i can restart my computer is by holding down the power button on the tower, which of course turns the computer off. Now what i want to know is, what can i do to fix this problem and be able to restart my computer nomally?

Also not sure if you can answer but for some reason when im connected to the internet the window i am in will freeze for liek 10 min and then eventually work again. Again all my other programs will work during this time but i am unable to close, minimize or do anything to this window until after 10 minutes.

If you can answer one of these it would greatly appreciated.

When you connect one of the Universal Serial Bus (USB) pointing devices listed at the beginning of this article to the USB port in your computer, you may be unable to restart the computer

CAUSE

These behavior can occur if the following conditions are true:

A Microstar MS-6167 motherboard is installed in the computer.

A pointing device is not connected to the PS/2 port in the computer.

RESOLUTION

To work around this issue, connect a pointing device to the PS/2 port in the computer
