Computer takes 15+ minutes to start up

My system takes 15+ minutes to start up. I can not open any applications. Task Manager shows that 100% of the resorces are used with 32 processes running. I "F" disked the drive and reloaded the recovery program from 7 cd's I gotten from Hewit Packard. It took mayby, two hours to copy these on to the machine and another 26 hours to load the recovery program from the recovery partition portion of the hard disk.

Any sussgestions on what to look for? Could leaky memory do this?
