How can I write to my c drive?

I keep getting a "unable to write to drive c:" error on my computer. When I ran scandisk it found problems but was unable to fix them. Here is what Scandisk said "Scandisk encountered a data error while writing to the root directory" . I can run programs on my computer but I keep getting the message unable to write to drive c: hit any key to continue. Is my hard drive dying. I started having this problem after downloading registery mechanic from Cnet.com. It found problems and fixed the first 6 but it showed many more problems needing fixed.

You corrupted you drive when you downloaded (registery Mechanic from cnet.com) You should never download anything to your registery To fix this problem, you will have to reinstall your operating system.
