Checked for viruses?
Today I tried to run scandisk and defrag. Scandisk said I either had to reformat the hardrive or close running programs. I closed all the ones in the system tray. It still keeps restarting. I will keep trying to close all the running programs and whatever else I can do.

You can try going into safe mode and running defrag and/or scandisk see if this works, if not then this sounds to me like you have a virus that is affecting your system If you have an anti-virus program I would suggest updating the anti-virus then scan your system and delete any virus that you might have.
If you do not have a anti-virus program you may check if your computer has viruses for free at http://housecall.trendmicro.com/ If the program finds any viruses it will NOT delete them due to it being a free scan, you must purchase their software If you see that you do have a virus it is advised to go out buy anti-virus software and eliminate any viruses from your computer.
Another thing you can try is to search your computer for adware which is simular to a virus You can get free adware removing program by going to security.kolla.de/ to download the program This scans for adware and removes anything thats harmful to your computer After you install the program download all the updates before you scan for any adware, after you scan you will be able to remove anything found.
