What is mscoree.dll error?

I'm getting two messages one Is c:\program files\common files\installshield\professsional\run time\0701\intel32\dotnetinstaller.exe can not access a necessary file mscoree.dll error and the other Is almos the same It's c:\program files\common files\installshield\professsional\run time\09\01\intel32\dotnetinstaller.exe can not access a necessary file mscoree.dll error. Now I went to the site that was posted and downloaded the file and I have a zipping program. But I'm not sure If I saved It to the right place. I hit save whent the box poped open and I went to. c drive and clicked programs then found Intallshield folder clicked that then clicked save. And I restarted. But after I restarted and ran nortons It said I had to errors and I hit repair but It can't repair them and I still get them. What causes this and how can I fix It. I also get a pop up error and It makes my pc shutdown after It counts down from one min. It says something about rpc or something I formated my pc so It jad nothing on It. It done this before but I can't recall what I did to fix It. And on what disc can I find my universal serial bus controller. Yes I'm kinda new with comps. But thats what makes my usb work right like my web cam and scanner/printer. It has a ? with a ! which I think that means It's not Installed correct or something can you please help. I'm getting cable Internet thursday and I wanted a fresh new pc but turns out things got goofed up somehow.

I think that you should downloading the DLL file mscoree to fix this problem Access the internet and go to www.dll-files.com there you will see a link that reads "Download dll files" on the left side of the page After you click the link the page will reload to display a number of different .dll files Go to "MSCOREE.DLL" and download it Save it in the location that you have indicated in your question When you finish downloading it reboot your computer This should help you.
