Why can't I pick my own homepage

Have conducted a search of Microsoft ME to solve problem using ME to use URL

Error Message Could not Connect to Proxy Sever ( Acess Denied)

Url address shows Default Search Page= "http//nkvd.us/1526

No log on to URL is working

Can Send and receive email, no problem, Dial up ISP

How can I remove this nkvd.us/1526 and be able to search with URL the internet?

No information to my ME problem appears in MS site which sems rather odd

Have reinstaled ME but that does not solve my problem

Would like to connect to internet
