How can I fix my corrupted MSI.DLL

After doing a restore, I cannot reinstall Norton Antivirus 2004 using the "NAV10ESD.exe" icon. I get an error message stating that MSI.DLL has caused an error and will shut down. I have tried updating or reinstalling Windows Installer 2.0, but that doesn't work as it already exists.

If MSI.DLL is corrupted, how do I fix it?
