Have you checked for any virus/spyware?
I believe I have somehow downloaded a third party add software. On my desktop, there is an icon titled "infamous downloader" and another titled "cs4p028.exe." I am unable to delete them from my computer. Says microsoft windows may be using them. Not listed in add/remove. Increase in pop ups after closing internet. Downloaded Google pop up blocker. No effect. Want to get rid of these programs. Help please.

This sounds to me like you have a virus that is affecting your system If you have an anti-virus program I would suggest updating the anti-virus then scan your system and delete any virus that you might have.
If you do not have a anti-virus program you may check if your computer has viruses for free at http://housecall.trendmicro.com/ If the program finds any viruses it will NOT delete them due to it being a free scan, you must purchase their software If you see that you do have a virus it is advised to go out buy anti-virus software and eliminate any viruses from your computer.
Another thing you can try is to search your computer for adware which is simular to a virus You can get free adware removing program by going to security.kolla.de/ to download the program This scans for adware and removes anything thats harmful to your computer After you install the program download all the updates before you scan for any adware, after you scan you will be able to remove anything found.
One last thing you can try is booting up into safe mode and try to erase it manually through safe mode.
