Whenever I start up Internet explorer the page pops up white and then freezes

Whenever I start up Internet explorer the page pops up white and then freezes. I cant close out of it using the X. I cant close out of it by right clicking the taskbar on the bottom. The menu appears but then disappears quickly. I try and use Ctrl+Alt+Delete but the but when that comes up it disappears quickly if it comes up at all. If I run other programs, the windows become burned into the screen meaning if I close out of them, the computer will shut them down but the last view of it will remain on my screen. I can drag open programs around and it will erase the picture exposing my screen saver but my Desktop Icons also disappear. I've tried running disk cleanup but when it runs it doesnt do anything. I've let it run for four days before and it still says the same thing as if it first started. I can close out of it no problem but it doesnt complete the task. This might be a bit confusing but I dont know what else to do. Can you help me?

Please perform the following instructions

A Clear windows temporary files

1 Click Start -> Run

2 Type "%temp%" (without quotation marks) and press Enter.

Window with content of the temp files folder will appear

3 Press "Ctrl" "A" keys to select all files.

4 Press "Shift" "Del" keys to delete files without moving them to the Recycle Bin

B Clear Internet temporary files

1 Click Start -> Control Panel Find "Internet Options" and double click it.

Internet options window will appear.

2 In "General" tab choose "Delete Files" Click ok

3 Then choose "Delete Cookies" Click ok

C Clear Windows update temporary files

1 Click Start -> Run

2 Type "C:" (without quotation marks) and press Enter

3 Navigate to folder "WUTemp"

4 Open it Select all files in this directory (if present) and delete them.

D Perform clean boot to clarify what program is causing your computer slow down

To do so:

1 Click "Start" -> "Run" and type "msconfig", press Enter;

2 Under "Startup" tab unselect all the checkboxes;

3 Under "Services" tab check "Hide All Microsoft services" And then click disable All"

4 Reboot to see if your original problem persists and notify me about the results.

5 Then you can manually switch on one program by one with checking of the result.
