Cannot defrag, does not go past 10% even in safe mode

I cannot defrag, it will not go past 10 % even in safe mode. I have scaned disk and no errors..So what else can I do. Thanks, Sue

Please perform clean boot on the computer to clarify if the problem is caused by your computer's environment (that is, by conflicting drivers, terminate-and-stay programs or other settings that are loaded at startup) To do so:

1 Click "Start" -> "Run" and type "msconfig", press Enter;

2 Under "General" tab choose "Selective startup" and unselect ?Load Startup Items? checkbox;

3 Reboot and try defragmenting the drive
