How can my PC perform like it used to?

when i turn on my computer it will boot fine but when it comes to my desktop screen all it shows me is my wallpaper, i get no desktop icons and when i pull up windows task manager it has the worst lag, and it tells me that my PF usage is 84.4 MB and the other screen reads at 100%. I cannot open any programs or use anything and it does it on every startup now. Please help me if you can. I greatly appreciate it.

The last hardware or software that you may have installed may be causing conflicts with your PC Hit F8 and try the Last Known Good Configuration If that doesn't work, then go into safe mode and see what was the last hardware/software you have installed Then uninstall the software or hardware you last installed There lies the root of your problem.
