Why do you format your hard drive?

I have a computer who keeps getting pop up ads. the realtime scan is not catching internet stuff but when i do a manual scan it does. My question is is if I reformat the drive and reinstall Windows, will the virus still be there?

Formatting your hard drive is great way of cleaning your system of all the old files and bugs that may be currently on your PC Although it will not harm your computer system, it will erase everything from your system That means there will be nothing left on your computer.
