I have some experience with problems like this one, I had machines keep rebooting them self after post is usually because problem with memory or some other type of hardware problem but most of the time it’s the Ram Chips

To check this problem remove all the hardware components like your modem, network card, soundcard if you have one do not remove the video card also remove the ram chips and reinstall them Once you start the system go into bios and reset it to default setting Save the setting changes and restart if it goes into the windows after post that means the memory and video card are working, after that install the remaining hardware components one at a time and see if the make the machine restart that will give you a idea which component it the problem.

if after this the problem is still there then it could be some thing else not related to hardware If after post windows will try to load but it make the machine restart then there might be a problem with the master boot sector then you’ll need to run recovery repair consult in the windows xp setup run in the command line (FIXMBR) and (CHKDSK /P)

I hope this help you or at least guide you in the right direction Good luck.
