Why does my display "Jump" approximately every 3 to 4 seconds?

When I boot up my computer the display on the monitor "jumps" approximately every 3 to 4 seconds. I'm still able to use the programs but the jumping is still present.

Check the cable the jumping could be cause by poor cable connections check to see if something around your desk is providing a high amount of electrical noise for example, you may be able to stop the jumping by moving the desk fan to a different outlet your speakers or fluorescent lights placed to close to each other might cause interference try moving your monitor to an altogether different location also try a different refreesh rate if your monitor supports it.
