What is wrong with my monitor?

the colour changes to something like a photographs negative. still has colour but sort of dotty [sorry, it's hard to describe] Also, when I use the wheel on the mouse to scroll down the page the text gets stretched out and almostunreadable[like it was lagging behind]I've done most of [I think]the simple things,ie; checked connections, updated drivers, updated windows,done all the windows troubleshooting proceedures.I tried a different monitor but it was still the same.I'm getting close to firing it out the window! A week or so ago I had to take out the sound card cause it wasn't working, but the rest was OK for at least a week after that.

I think your video card is messed up Since you tried 2 monitors and updated drivers, that should have fixed your problem but since it didn’t then I would say it’s the video card itself that’s messed up I suggest getting a new video card That should clear your problems right up I hope that helps!
