Will a new hard drive fix my loading into windows xp problem?

I have a DFI Lanparty NFII Ultra B Rev A mobo and currently it has a hard drive that has weathered hurricane ivan. it loads through boot disks like system commander and it will partition it just fine but when it comes time for windows xp setup welcome screen (blue), after loading the setup drivers, it shutsdown to standby power. every time. and that's the only time it does this. will a new 40gb hard drive solve this problem?

Due to the situation your hard drive has endured I would appsolutley replace it immediatly You do not want a hard drive inserted into your PC that has been weathered It may cause other malfunctions to the surrounding hardware inside your desktop/tower You stated that only your hard drive took the wrath of hurricane Ivan and not your motherboard or any other device With the information givin to me a new hard drive should make your xp boot up properly.
