Why your computer turns on by itself

when i plug my computer to the wall it turn on by itself and doesn't turn off. can you give any idea what wrong thank you.

Check your BIOS settings, which power management options The feature you stated is desireable, for example for a kiosk so it would recover automatically when a power outage ocurred.
