Why am I unable to send attachments with my Outlook?

I am unable to send attachments with my Outlook. I have 3 separate accounts going to my Outlook and none of them work in sending any kind of attachments. When clicking on "Details" it is repeatedly 'processing' to send but this may repeat up to 80 times with no end in sight. On rare occassions it will send but I have not figured out why compared to the other times.

Please, Turn off email scanning in your anti-virus.

So Symantec used to say this often and clearly The newer stuff doesn't have the statement included as it was considered an embarrassment If you know anyone who programs for Norton try to get him or her to talk about it.
