Why my Screen Flashing and Keyboard and Mouse Frozen

I opened an e-mail from someone I know - it had no attachments. Shortly after that, my monitor started flashing on and off and I lost mouse and keyboard functions. I shut down the computer and rebooted but the problem did not go away. Any suggestions on where to begin will be appreciated.

Start the computer in Safe Mode If the issue is not present in Safe Mode, right click My Computer icon and select Properties Select the Device Manager Scroll down to Display and click on the sign next to it Highlight the device listed therein and click on Remove Confirm its removal, close all Windows and restart the computer.
