How to transferring programs and files to another computer

To anyone who is familiar with transferring files from an old computer to a new computer. I have an older desktop computer with a pentium III processor, Windows xp with the latest upgrade 2 with a USB adapter. There is only a cd-dvd rom player in the system not, a rewritable drive. Anyway, any ideas on what might be the least disruptive way to transfer the settings on this computer to a new desktop, which I am considering to purchase shortly? Thanks
