How I get the new hard drive ready for OS?

I have a Toshiba Satilite laptop and when it boots up I get, "Operating System Not Found". I changed the settings to boot from the CD so I can install Windows but it still goes to that screen. What do I need to do prior to this to format or get the new hard drive ready for the OS? Thanks!!

It's not the harddrive...

either your bootcd isn't a bootcd or you've not set the bios to really boot from cd...

first check that in your bios, the first boot device is your cd rom, then make sure the cd you are using is a bootable install cd, not all windows install cd's are bootable..
