Is there a way to install the latest/greatest Internet Explorer without being connected to the internet?

Is there a way to install the latest/greatest Internet Explorer without being connected to the internet?

I have an NT 4.0 workstation machine I am rebuilding ... it is not internet ready

(will be in the future, at a different location. for high-speed phone, I am on cable)

Does MS supply complete "offline" installations ... without having to buy a cd? (I don't use credit cards)

You can usually get it from a magazine cover disc, or an internet service providers installation CD Not AOL's though.
