On my other computer the monitor shows squigly horizontal lines after windows starts to load and the display is totally useless. When you first turn it on and it is going through its checks it is normal, it can be read just fine. This makes me wonder if the monitor is OK and maybe the video card is the problem. When it is first starting is it bypassing the video card?

Check the cable the jumping could be cause by poor cable connections Check to see if something around your desk is providing a high amount of electrical noise For example, you may be able to stop the jumping by moving the desk fan to a different outlet Your speakers or fluorescent lights placed to close to each other might cause interference Try moving your monitor to an altogether different location Also try a different refresh rate if your monitor supports it.
