What is "system32\clfmon.exe"?

My Norton AntiVirus found a virus at C:\window\system32\clfmon.exe. I can't get rid of it. Tried Norton and 3 spyware programs (spyhunter, spybot, and adaware) as well as manual deleting and none work.
