My CD drive wont work. Yesterday I tried to play a CD in it, and nothing came up like it usually does. So I went into My Computer to click the icon and the icon wasnt even there. I went into Device Manager, and the error is: Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19) Click Troubleshoot to start the troubleshooter for this device. I went through troubleshoot, did everything it asked such as installing/reinstalling, BOIS and everything else but it is still not working. If you could help I would really appreciate it.

Can you see the drive in BIOS? if so, load windows, remove / delete it in device manager and restart.

If not, check the flat ribbon cable, and change the power plug for another one (and we've all got spares!) If that doesn't work, try to auto-detect it in the main BIOS screen.
