What is system restore?

My computer constantly "stalls" while I am on it. The "stall" is a 2-3 second period where nothing works. If something is downloading or connecting on the internet, it stops. If I am typing the typing will stop, then after the "stall" it catches up with what I had typed. This happens frequently. Every 10 - 15 seconds it will go into this "stall". Also, the operating sound coming from my computer changes during these "stall" periods. I run a McAfee virus scan.

Try restarting computer at the start up press F8; at the prompt select start in last known good configuration
