What does "c:/programfiles/wildtangent/apps/cda/cdaengine0400.dll is missing" mean?

Recently i was using spybot and may have accidently deleted an important file. When the computer starts up it says that c:/programfiles/wildtangent/apps/cda/cdaengine0400.dll is missing. Then the computer restarts by itself and reboots then restarts again. It wont stop restarting and usually when you first turn on the computer, you have to wait about 10 minutes before you hear the hard drives start working. So if you could please give me some help with this i would really appreciate it because i cant use the computer because it never stops restarting.
