When I shutdown I get as far as windows shutting off screen and no further.

when i shutdown I get as far as windows shutting off screen and no further. I must manually turn it off by the switch and next time I boot I must go thru scandisc because of improper shutdown.

Have you installed any new software or software? If so try the following

1) Uninstall the software or hardware And restart your computer if the problem is fixed then it was the new additions in which case you must contact the manufacturer

2) If your problem consist try going to the Microsoft website and under windows 98 search for shutdown problems.
