When I boot up, there's "79% system resources free". If I do nothing, run nothing and stay offline this drops to "15% free", or less, after a couple of hours. Sometimes it becomes incapable of even popping up the start menu! I've run Vet and Bazooka and defragged, but all report that it's clean. Any ideas???

You need to determine what's running and see if you can shut off or disable unncessary or undesirable tasks Msconfig will let you examine your startups - you can check items against this Startup Applications List and also Task List Programs

It's also beneficial to run Ad-aware and/or Spybot to see if there is any malware loading.

System resources are fixed, and are separate from installed memory.
