Have you tried to defrag in safe mode ?

--My Defrag won’t complete its operation: It keeps restarting at 10%—saying that it is: "Starting over as contents have changed"—and eventually freezes.

Defrag is picky It gets upset if ANYTHING messes with the drive while it's doing its thing Make sure your screensaver is off and that you don't have another program trying to use the drive at the same time

If all else fails, sometimes safe mode is the answer
