Cannot install Pack 2?

Windows update said I need Service Pack 2,so I downloaded it. But now Windows update is saying I need Service Pack 1 or some parts of it that I already downloaded. Did SP2 overwrite SP1 or parts of it?

SYMPTOMS

When you attempt to install Windows 2000 Service Pack 2 (SP2) Adminpak (support tools) on a computer that already has Windows 2000 Service Pack 1, the Adminpak installation may not complete successfully

CAUSE

This issue occurs because, by design, the support tools from a later service pack are not to be installed on an earlier version of the operating system

MORE INFORMATION

Beginning with Windows 2000 Service Pack 2, the level of the Support Tools (Adminpak) must match the level of the service pack that is installed on the computer
