What is the best way to install a operating system on a hard drive?

I have an empty 40 gig hard drive I would like to put an operating system on. I have it in a computer as the slave drive. The master drive has Windows XP on it. Is it possible to simply drag/copy all the files from the drive with the operating system to the empty drive in order to put an operating system on it?

No, you will not be able to drag files from one hard drive to another Because you won't be able copy most of the setup files So my best advice to you is to install it manually from the cd-rom.
