My computer will not boot, it powers on and you hear fans

My computer will not boot up at all. it will power on and you hear the fans running and the power supply works, but it will do nothing beyond that, no beeps just the fans running. i feelit is either a defective processor or mother board. how do test to see which is the problem?

Before determining if the CPU or motherboard are defective:

1 Ensure your graphics card is installed and seated correctly in the appropriate slot

2 Ensure that the hard drive's data and power cable are properly connected Try using different cables if possible.

3 If you have more than one memory module, try using just one module at a time in the first DIMM slot.

4 Try using a different power supply.

After attempting these steps, try replacing the CPU If that does not work, try replacing the motherboard.
