What is unit failing to power on?

My computer is failing to power on. I know the motherboard is getting power because there is an LED on the board that lights up when the machine is plugged in. I checked the wires that run to the power button and they appear to be connected properly.

I attempted to clean the fans and heat sink of dust and blew evey bit of dust out of the computer. When I replugged in the machine and turned the power on, the fan moved a tiny amount (never actually turned) but then stopped. This only happens when I first plug the machine in.

Recently my machine rebooted for no reason ( i believe it was over heating) so I placed an exterior fan against the side gills to blow cool air into the machine. It was about 2 weeks after this reboot that the machine finally wouldn't start.

Sounds like this unit could use a new power supply Often times the light on the motherbaord will power on, but the unit will still not turn over This is a fairly inexpensive item to replace Usually anywhere from $20-$80.
