What happened to my power?

My computer when powered up, does not power up completely. The CPU fan turns on for a second, but then turns off. I think there was a surge, but I can't be sure. What is the problem?

You should have your computer plugged into a power strip to reduce power surges The first step would be to reinstall the start up disks that came with your system When your computer windows come up, move into the Device Manager to see the status of all the Device Drivers From here, all the Devices that are not communicating can be switched on or off to correct the problems.
