How do I set time for scheduling programs?

Scheduled time for running my programs give me the choice between 00.00 and 12.00 only. How can I configure XP so that my program schedule options go from 00.00 to 24.00?

The 2 options it is giving you 00:00 and 12:00, are for either military time or regular time Military time goes from 00:00 - 23:00 hours, 24:00 is the same as 00:00 they both represent 12:00AM or midnight 12:00 is for standard time 12:00 am to 12:00pm.
