First, right-click on an empty area of the desktop.

Select Properties from the menu that pops up.

The Display Properties box opens

Click on the Desktop tab at the top of the Display Properties box.

Click on the Customize Desktop button

The Desktop Items box opens

Click on the box that reads Run Desktop Wizard Every 60 Days near the bottom of the Desktop Items box and make sure the check mark is removed

Click OK on the Desktop Items box

Click Ok on the Display Properties box.

XP will no longer attempt to remove unused icons from the desktop.
