my computer seems to be overheating and shutting off, so i bought a cool pad with fans to put underneath it and still the same problem. I checked to see if my battery might be one of the recalled ones, but i didn't see my battery number on any of the reports. I don't know what to do, but it keeps shutting down and not restarting even if i am not running anything.

First off, you did the right thing by getting more fans to help cool your computer, but next I would pick up a more powerful power supply that can run your hardware components easier This can make it so over heating is much less likely, try a 450 watt or a 500 watt Good luck!
