How do I change the default settings on Windows NT?

In the Arizona Republic Monday August 2, 1999 on page E3 I found instructions for setting the default view preferences.

Much to my dismay I tried the same thing on my Windows NT system and wouldn't you know it, no such luck. Do you know of a solution in the Windows NT enviorment.

Windows NT runs differently than Windows 95/98 Each user on NT has a user profile that is specified in Control Panel/System/User Profiles Whether or not you can change your user profile is determined by your access level For instance if you are a system administrator you can set local(meaning on that computer only) or roaming (meaning as you go computer to computer) profiles for your login name to your preference If you do not have the access rights to change profiles or if your administrator has set a mandatory profile for your user account you will not be able to change your settings.
