Where can I get the POW program?

An article in the 4-3-00 Az Replubic indicated you had a way of eleminating those "pop-up" menus that open new windows when surfing the net. I was unable to access www.datadoctors.com/pow.htm. but I reached your site by leaving off the "/pow.htm." But could not locate "POW!", the program mentioned.

It sounded like a nifty program I would like to try. Was the published address incorrect?
