How can i make my modem work

I have a 3Com USR 56k Voice Faxmodem PCI Product code 00569000. Win2000 found it as 2 devices and not one of them can connect. It dials but not on the phone line. I can't figure out why it won't pick up the line.

UNANSWERED try reinstalling the drivers you can do this by going to my computer, right clicking ,selecting properties, device manager,going to modems,clicking on the plus sign in front of modems, highlighting the driver, click the remove button,and restart the computer however if you can actually here the modem dialing, you may want to contact isp to see if they can help you.
