how can i set a password so that nobody can start or change my computer settings?

If you want to make it so that there is a password prompt at bootup you'll need to get out your motherboard manual, find out how to enter the BIOS and set a startup password Write it down somewhere or make sure it is something you're going to remember If you forget it you won't be able to use the machine without opening the case and resetting the BIOS.
