How do i change languages for my keyboard in Windows 98?

Control Panel in Windows 95 had a folder called "International" which allowed the keyboard to be set to "US-International" configuration. For some reason this folder does not exist in the Windows 98 Control Panel.

Is there any way that this can be incorporated into Windows 98?

Open control panel and select add/remove programs Click the Windows Setup tab at the top and scroll down to multilanguage support Make sure this is checked and now you can go into keyboard properties in control panel to select language preferences.
