Having problems shutting down the computer

When I shut down, the screen goes to the background and stays there. It does not give me the message: "It is now safe to turn off your computer." The arrow can move, but nothing happens. So I turn off the computer and when I start again, it tells me that the computer was not shut down properly and goes to Scandisk. Should I call Dell? I am not real computer savvy! Thanks!
