Why won't my mouse work in safe mode?

When going into safe mode, windows cannot detect a mouse, even though i have one attached. I have a Compaq 3-button mouse

Thank you for your question What kind of connection does your mouse use? PS2, USB, or serial? If it is a USB mouse then Safe Mode does not load the USB drivers and thus no USB devices are accessible.
